Project Update: West Eagle Housing Development on Hold

We regret to inform you that the West Eagle Housing Development project is currently on hold. Eagle County has withdrawn its land use applications due to key differences in the terms of the annexation and development agreement. Despite this setback, we remain committed to addressing the critical need for workforce housing in our region and look forward to future opportunities for collaboration.

Project Overview

The proposed West Eagle Housing Development was planned to be located on a 9.5-acre infill site, surrounded by established neighborhoods in the Town of Eagle. This property is owned by Eagle County and the Eagle County Housing and Development Authority (ECHDA).

The development was designed to consist of 113 housing units across 23 buildings, offering a variety of options to meet diverse housing needs. It included plans for 15 one-bedroom units, 86 two-bedroom units (including 24 units with dens), 2 three-bedroom units, and 10 four-bedroom units. Most ground-floor one-bedroom units were to be designed to meet accessibility standards, ensuring inclusivity. The entire development was planned to be high-efficiency, all-electric, and net-zero-ready, adhering to strict sustainability and performance standards.

Affordability and Accessibility

All units at West Eagle were intended to be deed-restricted for sale. Ten percent of the units were to be available through the Town's Local Employee Residency Program (LERP) for local employees, while the remaining units were to be restricted to residents who live and work in Eagle County. At least 50% of these homes were to feature price-capped deed restrictions, making them affordable for households earning between 100% and 140% of the Area Median Income (AMI). Other units would have had different deed restrictions that might allow higher sales prices but would still limit ownership to eligible local residents.

ECHDA aimed to provide as many price-capped deed-restricted units as possible. To support this goal, Eagle County planned to donate the land for the project and not profit from the development. However, even with this contribution, additional subsidies were needed to achieve affordability targets. Therefore, the County welcomed partnerships to help keep these homes affordable.

Community and Connectivity

Connectivity was a key feature of the West Eagle plan. The development aimed to utilize its infill characteristics to create strong links within the neighborhood and surrounding areas. Walking and biking paths were planned to connect residents to the Town's existing trail system, linking nearby residential areas with commercial zones along Grand Avenue. Additionally, 0.94 acres of land were to be dedicated to the Town for the future Brush Creek Road Extension, further enhancing accessibility.

Alignment with Town Plans

The West Eagle project was designed to align with the Town of Eagle's West Eagle Sub Area Plan, Strategic Plan, and Elevate Eagle Plan. It aimed to integrate seamlessly into the existing community, providing connectivity, open space, and trails while adding diverse and affordable housing options. These features were intended to contribute to the Town's economic growth and enhance the quality of life for its residents.
